THE OPPORTUNITY: The Park District currently has one (1) Assistant to the General Manager vacancy. This position will work primarily out of the East Bay Regional Park District headquarters located at 2950 Peralta Oaks Ct., Oakland, California. The hiring pools established from this recruitment will be used to fill the current and additional vacancies that may occur during the one-year life of the hiring pools.
IDEAL CANDIDATE: At the Park District we love our jobs. The Assistant to the General Manager is truly a utility player and a critical member of the General Manager’s team. The Assistant to the General Manager will be an analytical thinker who leads Park District-wide projects to unite the Park District’s internal departments and move initiatives forward. An ability to learn public sector finance and budget processes is highly desirable. The top candidate will be able to independently respond to constituent issues, adeptly work with members of the Board of Directors, and have a high aptitude for customer service. GENERAL FUNCTION:
Under general direction, provides on-going support to the General Manager on special assignments, projects, and programs; assists in planning, organizing and coordinating any of several major functional areas in the organization at the agency or division level; assists in the development of policies and the coordination of activities of assigned agencies, divisions, departments or projects and their teams in support of the mission of the Park District; assists with the preparation of the Division’s budget; serves as a liaison for the General Manager when requested; and performs other related duties as required.

CLASS CHARACTERISTIC S: Reporting to the General Manager in the General Manager’s Office Division, this single position professional level classification serves as a member of the Park District's management team, with responsibility for assisting in policy development, long- and short-range program planning, fiscal oversight and planning, administration and operations of divisions and programs within the broad functional areas assigned; providing expert advice, analysis, consultation, and recommendations related to General Manager priority projects and programs, and developing, reviewing and implementing policies and procedures to meet legal requirements as required by the changing needs of the Park District.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
  • Works closely with General Manager’s Office to ensure that the policy decisions of elected officials are implemented efficiently;
  • Assists in implementing established and prioritized goals, strategies and timelines;

  • Assists in the development of comprehensive performance-based evaluation systems for assigned divisions, programs and staff to ensure that the Park District's short and long-range strategies, goals and objectives are being achieved in accordance with Board of Directors policies and objectives;
  • Analyzes and evaluates programs and services for their impact on Park District operations and recommends policy and procedure improvements;
  • Leads projects and programs on behalf of the General Manager which may include policy development or pilot programs;
  • Supervises and evaluates assigned staff consisting of professional, technical, support staff, and/or volunteers/interns, as well as consultants and contractors;
  • Ensures compliance with established laws, regulation, policies, and procedures;
  • Stays abreast of new trends and innovations related to public agency administration and policies;
  • Conducts analysis and research;
  • Serves as a technical resource to Park District divisions;
  • Serves as a Park District representative to outside agencies, organizations, contractors and the public;
  • Serves as a subject matter expert on a variety of internal committees, work groups, and task forces;
  • Prepares a wide variety of complex reports or presentations for Park District management or outside agencies;
  • Supervises one or more support employees performing the full range of supervisory functions, i.e., selection, direction, performance management, leave administration, employee and labor relations, and assures workplace safety;
  • Presents to, or prepares material for, the General Manager and/or Board of Directors;
  • And performs related duties as assigned.

Minimum Qualifications

Education: A bachelor's degree from an accredited college or university in administrative management, public policy, or a closely related field;


AND

Experience: Five years of experience performing progressively responsible and complex administrative and managerial duties in the public sector.

Substitution: A master's degree in public administration, public policy, business administration, or a closely related field may substitute for one year of the required experience.

License or Certificate: Possession of a valid California Driver's License is a condition of initial and continued employment in this classification.

  • Principles and practices of effective leadership and staff supervision, including selection, training and development, dynamics of line-staff relationships, techniques of effective interpersonal communications and relations, effective problem solving and decision making techniques, planning and delegating work, performance evaluation, positive recognition methods, and progressive discipline;
  • Principles and practices of public sector budget development and administration;
  • Principles and practices of public sector contract administration, evaluation, and project management principles;
  • Applicable laws, regulation, legal mandates, guidelines and standards affecting public agencies;
  • Social, political and environmental issues influencing program administration;

  • Common statistical research and graphic presentation methods;

  • Basic governmental functions and organization;
  • Current software for statistical analysis, databases, spreadsheets, process-mapping, and presentations at an intermediate to advanced proficiency;
  • Business correspondence including English usage.

Ability to:
  • Plan, organize, coordinate and evaluate a variety of programs and projects;
  • Analyze complex technical and administrative problems, evaluate alternative solutions and recommend effective courses of action;
  • Develop goals, objectives, policies, procedures, performance standards and internal controls; Develop, monitor and evaluate program, project and department/agency budgets;
  • Establish and maintain cooperative and effective working relationships with a variety of representatives of public and private organizations, members of boards and commissions, local, state and federal legislative representatives, Park District staff and the general public;
  • Facilitate dialogue around a variety of issues with good consensus building skills;
  • Maintain and exhibit discretion and integrity when handling sensitive information;
  • Prepare and present clear and concise written and oral reports and related materials.

CONDITIONS OF EMPLOYMENT
  • All East Bay Park Regional District employees are required to be fully vaccinated against COVID-19 as a condition of employment.
  • Must be able to pass a Level 2 background check which includes: employment history verification, employee reference check, education or certificate verification, credit check, Department of Justice fingerprinting, and criminal history review.
  • Possession of a valid Class C California Driver's License is a condition of initial and continued employment.

MANAGEMENT DESIGNATION: This position is not affiliated with a union and is considered part of the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule, this position may require availability to work evenings and/or weekends. The probationary period for this position is one year. This position is designated as “at-will” and serves at the pleasure of the General Manager.
