Position Details

The Caseworker in the Foster & Adoption program works to assist families with the process of becoming licensed foster parents and providing support to those foster families. This position will specialize to provide either licensing or supportive services in “high volume” geographic areas of Eastern Iowa. The position will work in a blended role in “low volume” areas of Eastern Iowa providing both licensing and supportive services to foster and adoption families. These responsibilities are carried out under the direction of the Supervisor of Foster & Adoption. This position will need to have a flexible schedule that may include working some nights, weekends, and holidays.

  • Position Hours: Monday-Friday, 8:00 am-5:00 pm - Some nights, weekends and holidays

  • Will provide coverage for the following counties: Muscatine and Clinton County


Essential Duties and Responsibilities

Financial

  • Meets or exceeds budgeted financial expectations for the program.
  • Will seek prior approval and work with the direct supervisor for any purchases that need to be made.
  • Submit all receipts within 24 hours of purchase.
  • Provides timesheet documentation for all funding sources related to the position.


Operations

  • Operate from the Entrepreneurial Operating System (EOS).
  • Provide 22 direct service hours each work week.
  • Ensure you are clocking in the Paycom system any time you are working and clocking out from the Paycom system anytime you are not working. If a punch is missed ensuring you are submitting a punch change request and including a comment as to why the punch was missed.
  • Ensure you review your employee time card for accuracy and approve the time card is correct each pay period before the timeline on the payroll memo.
  • Writes complete, thorough, and unbiased home study assessments or prospective and current foster and adoptive families, recommending licensure and/or adoption approval and submitting timely to the Department of Health and Human Services.
  • Assists with or provides recommendations regarding match referrals.
  • Assesses strengths and limitations of placement options.
  • Assists with troubleshooting procedures when matches are potentially late.
  • Documents contact with Resource Families timely using appropriate CareMatch procedures and required forms.
  • Maintains current and accurate awareness of all Iowa Administrative Code Resource Family licensing/approval standards. Assists Resource Families with remaining in compliance with standards, and promptly reports non-compliance with Interstate Compact on the Placement of Children, notifying proper supervisor and the Department of Health and Human Services partners when non-compliance with standards may place a child at risk of unsafe conditions.


Client/External

  • Adhere to the National Association of Social Workers Code of Ethics.
  • Conducts pre-screening activities for potential foster families.
  • Supports Resource Families to keep children stable for as long as a placement is needed.
  • Provides pre-service and/or in-service training as requested.
  • When requested to assist, promptly responds to provide one or more names of Resource Families who may meet the requested referral criteria for a child.
  • Conducts initial, renewal, update, Interstate Compact on the Placement of Children, or 20-day relative home studies as assigned.
  • Meets contract requirements for supportive contacts for Resource Families with or without placements.
  • Assesses permanency needs of the child/youth.
  • Travels as necessary to complete functions of job including attending stakeholder meetings, meeting Resource Families in their home environment, attending training or support group venues.
  • Meets with prospective or current Resource Families/children in their homes at designated intervals as required by contract at times of day on days of the week in which the family is available, which often will include evenings and weekends.
  • Supports pre-adoptive families through to adoption to assure stability.
  • Other duties as assigned.


People

  • Participates in, at minimum, twice monthly individual supervisions with a direct supervisor.
  • Creates positive, inclusive, safe, client-led, and outcome-oriented culture.
  • Serves as a public face of the Agency by interfacing with regulatory, community, and funder leadership.
  • Ensures that communication with outside parties is coordinated and effectively builds positive relationships.


Qualifications

  • Education Required: Bachelors degree in Human Services, Social Work, Behavioral Sciences or related field.
  • Education Preferred: Masters degree in Human Services, Social Work, Behavioral Sciences or related field.
  • Experience Required: 1 year of related experience.
  • Experience Preferred: 2 years of related experience and knowledge of the foster care and adoption system.
  • Valid drivers’ license in good standing and vehicle with appropriate auto insurance required. Must be able to pass the motor vehicle record background check.


Must have current proof of car insurance, able to pass a driving background check, and have reliable transportation.
