Under the direction of the Assistant Superintendent of Business Services or other assigned supervisor, the position in this class plans, coordinates and controls the District-wide design, operations, installation and services of computer systems and related peripheral equipment in an educational environment.

Examples of Duties

Develops the strategic utilization of Educational Information Technology for services to school sites and for the improvement of internal processes; provides leadership in the implementation of the strategic plan, architecture, and standards.

Develops information technology policy and strategy; provides oral and written directives; interprets, enforces and applies policies and regulatory requirements controlling the work of the department and technology throughout the District.

Plans, organizes and directs educational technology services for district network services.

Provides advice and consultation to District executive-level management and to the Board of Education on assigned program areas.

Monitors District-wide data processing policies, programs, priorities and practices to assure conformance with modern management information administration theory and practices and applicable State and federal legal requirements.

Identifies opportunities for business process reengineering which would benefit from the creative use of information technology.

Plans, organizes, manages and monitors the implementation of merging voice, data, and video technologies.

Develops a plan for the proper implementation of upgrades and additions to the facilities infrastructure as they relate to the voice, data, and security systems.

Directs and monitors the development and implementation of department-wide safety programs and practices to assure a safe work environment and conformance with applicable local, State and federal regulations.

Recommends hardware purchases, software acquisition/development and the utilization of contract services.

Evaluates service requests and determines departmental ability to provide service and time lines for performance.

Communicates with department and school administrators to assure satisfaction with support; assesses service needs and coordinates departmental activities; assures dissemination of information and promotes effective departmental communications.

Develops work procedures and practices for the department and modifies work assignments of staff in accordance with the needs of the department.

Prepares and administers budgets for the department, federal grants, and special projects and for network and technology related budgets.

Prepares scope of work statements and requests for proposal and confer with appropriate management on recommendations for award; monitors and inspects work of contractors for workmanship and conformance with contractual agreements.

Prepares departmental agenda materials and staff reports for Board, council, and committee meetings and attend Board meetings, upon request, to present reports and render professional advice.

Plans and evaluates the most efficient and cost effective use of technology resources; develops and implements short and long-range division goals and objectives.

Defines problems and formulates guidelines, policies, and procedures for implementing resolutions to district technology needs and services.

Provides leadership and monitoring of ongoing implementation of district's E-District project.

Directs and monitors district WAN/LAN technologies and applications.

Directs and monitors district network infrastructure, including cabling and wireless technologies.

Conducts a variety of technical and administrative studies, preparing reports of findings and recommendations.

Trains and evaluates the performance of assigned staff.

Perform related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

KNOWLEDGE OF:

Advanced principles, methods and practices of management information systems.

Principles and practices of management, public administration, safety, supervision, training and public relations.

Advanced methods of report preparation and presentation.

Administrative research techniques, sources and availability of information.

Vendor contract negotiations and administration.

Applicable federal, State and local laws and regulations.

Wireless applications, systems, and PDA devices technical background, preferably with Enterprise wireless LAN product.

ABILITY TO:

Plan, organize and direct the diverse and complex programs of the Information System Support Department.

Assess needs and determine priorities for implementation.

Supervise and direct managerial, supervisory, professional, technical, and support personnel.

Conduct thorough investigations of technology misuse.

Schedule and program work on a long and short-term basis.

Train, supervise and evaluate personnel.

Devise and operate effective internal control procedures.

Analyze a variety of complex technical and administrative problems and make sound policy and procedural recommendations.

Communicate effectively both orally and in writing.

Prepare, review and approve comprehensive analysis and reports.

Formulate and administer policies and budgets.

Interpret and make sound decisions in accordance with laws, regulations and policies.

Read, understand and apply complex materials.

Establish comprehensive record-keeping systems.

Administer contract services.

Understand and follow oral and written instructions.

Establish and maintain cooperative and effective working relationships with others.

Be flexible to perform work within changing priorities and possess sufficient interpersonal skill to work harmoniously with staff, students, administrators, parents and others.

SKILL IN:

Operating computers and peripheral equipment.

Diagnosing, troubleshooting and correcting district network infrastructure, including cabling and wireless equipment.

Minimum Qualifications

EDUCATION AND EXPERIENCE:

Any combination equivalent to: A Bachelor's Degree in computer science, business administration or public administration, or a closely related field, or the successful completion of 120 semester units of college level coursework AND five (5) years management level experience in educational information systems.

LICENSES AND OTHER REQUIREMENTS:

Possession of a valid Class C California driver's license and driving record sufficient to meet the District's insurance carrier indemnification requirements.

Incumbent will be involved in field work which requires travel in personal vehicle to various sites.

NECESSARY SPECIAL REQUIREMENT:

Ability and willingness to travel among the District's various school sites and offices, as needed, to perform the essential functions of this job.

Examination Information

OTHER IMPORTANT INFORMATION:

Positions in this job classification are exempt and work 12 months/year.

The duration of the eligibility list is 6 months unless extended by the Executive Director of Classified Human Resources and the Personnel Commission.

Hayward Unified School District does not contribute to employee health and welfare benefits. Full-time employees are required to purchase medical health benefits. Half-time and less than half-time employees may participate on a voluntary basis. Health benefit costs are 100% employee paid through a pre-tax payroll deduction. Employees may opt out of health coverage upon presentation of proof of alternate coverage.

Dental coverage is mandatory for all employees working 20 hours per week, or more, regardless of outside coverage. Less than half-time employees may participate on a voluntary basis. The District contributes the full premium for "employee only". Any additional premium will be employee paid.
