We are seeking a self-starter, collaborative, and independent IT Network and Telecommunications senior manager to join our information technology team at the Technology Innovation Administration (TIA) within the Department of Social and Health Services, (DSHS). This is an exciting leadership role that will play a significant role in successfully modernizing the DSHS network, providing the opportunity to lead strong teams of professionals, and leading in delivering solutions with significant impacts to the community we serve in the State of Washington!

In this role, you will manage and support key agency infrastructure services,
Large-scale enterprise services, lead the delivery of agency-wide in support of DSHS mission-critical systems and vital services. You will participate in the development of IT strategic plans, and tactical and operational plans and must exercise strong managerial judgment with respect to policies, and procedures, interpret and implement broad agency and state IT policies and standards impacting the entire agency. You will be responsible for developing agency-level solutions, standards, guidelines, and best practices in the areas of networking systems. You will establish a strong strategic framework for improving the DSHS network and re-organize resources within the Enterprise Network Services team to create a single entry for customers for the full catalog of services. You will partner within the agency and across multiple agencies within the state government.

Some of what you will do
  • Direct, plan, manage and participate in multiple large-scale mission-critical data, video, and voice-integrated technology environments for use throughout DSHS.
  • Participate and represent the agency in State Chief Information Officer (OCIO)-driven activities and statewide initiatives as needed.
  • Handle the day-to-day manager/leadership responsibilities over teams of predominantly senior-level technology professionals.
  • Serve as a point of escalation for teams and services under their leadership.
  • Propose budget, infrastructure, and other goals to executive management, meeting strategic and fiscal planning requirements.
  • Establish the agency networking policies, site-to-site remote access and connectivity standards, and wireless and video standards for DSHS.
  • Participate in strategic planning for the architecture, acquisition, deployment, use, and support of data, voice, and video technologies.
  • Recommend strategies for integration and migration of network architectures with agency information architectures.
  • Translate agency business needs, build strategic short- and long-range plans, risk analysis, cost-benefit analysis, and designs.
  • Participate in agency and program-level Disaster Recovery Planning
  • Work collaboratively with internal and external stakeholders including vendors, employees, and customers communicating to all levels of staff from technologists to senior executives, leading high-visibility, high-impact business, and IT decisions and providing strategic consultation and guidance.

Who should apply?
  • A Bachelor's Degree in Information Technologies or a related field. Experience managing multiple large-scale enterprise IT services or projects in the area of data and voice networking technologies may be substituted, year for year for the education requirement.
  • AND a minimum of ten years of recent experience (within the last twelve years) in Information Technologies management of multiple large-scale enterprise IT services or projects in the area of data and voice networking technologies
  • AND a minimum of five years of experience supervising, technology managers or highly skilled technical staff, demonstrating the ability to negotiate and balance competing demands and priorities.
Desirable/Preferred Education, Experience, or Certifications
  • Demonstrated experience in Information Technology Information Library (ITIL) concepts and standards for managing IT services, development, and operations.
