Duties

Serves as senior advisor to the US Treasury Representative to the EU, including substituting in his/her absence. Analyzes and evaluates EU legislation and regulations governing financial services and other economic areas, with a view to promoting a robust transatlantic financial regulatory and broader economic relationship, while protecting against financial stability risks. Monitors and evaluates key trends and legislative action in the areas of: macroeconomy, financial sector, taxation, sanctions, anti-money laundering, investment screening, and other areas. Provides strategic assessments and advice on financial services, financial sector, and economic developments to senior officials at U.S. Treasury and other U.S. Government agencies, as well as to the Ambassador and other USEU senior staff.


Maintains an extensive array of contacts, including senior EU officials. Attends or gathers information about high-level EU meetings, including European Council (heads of state/government), Council (ministerial), as well as Economic and Monetary Affairs (ECON) committee meetings at the European Parliament and other events in Brussels, to observe and report on decisions and policy-making proceedings first-hand. Gathers information from a variety of mid- and high-level contacts, official and unofficial briefings, and written sources. Monitors and reports on the activities of the Commission, the European Central Bank, the European Parliament, the EU Presidency, the EU Council, and the European Supervisory Authorities in the areas of financial services, macroeconomic, monetary, and competition policy, and other issues of interest to the U.S. Department of the Treasury.


Strong written English skills are critical. The senior adviser provides analysis to senior Treasury and Mission officials on EU economic policy-making and financial markets. The senior adviser writes regular and special analytical reports. The senior adviser also collaborates with Mission officers on analysis and reporting.


Financial regulatory and macroeconomic topics are among the highest profile economic policy issues in the transatlantic relationship, and a key element of Treasury’s remit. Knowledge of the details of the EU decision-making process is critical. Relevant USG agencies as well as USEU officers will come directly to the senior adviser for advice. The senior adviser plays a particularly important role in supporting the U.S. Treasury Representative promoting transatlantic financial regulatory integration and regularly briefs senior officials.


The senior adviser is the main point of contact to support visiting officials from the U.S. Treasury department and leads the preparation and execution of those visits.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Minimum 5 years of experience working at an EU institution or for an organization that deals regularly with EU economic, business or regulatory policy issues.


JOB KNOWLEDGE:


  • A thorough and complete understanding of the structure, organization and complexities of the European Commission, European Parliament, and other EU institutions, with particular emphasis on the single market and the development and implementation of EU regulations.

  • Thorough knowledge of modern economic and political economy principles and theory.

  • Thorough knowledge of the European economy, economic and regulatory structure and institutions.

  • Thorough knowledge of identified policy areas, and familiarity with other high profile issues on transatlantic economic agenda.

  • Thorough grasp of EU relations with the United States.

  • Familiarity with functioning of the U.S. government and the role of Congress.

Education Requirements:

Master’s degree in political economy, economics, public affairs, law, journalism, business, or related field.

Evaluations:

LANGUAGE: Fluency in English.


SKILLS AND ABILITIES:


  • Ability to independently plan, organize and execute projects.

  • Ability to draft in English – with speed and clarity – a variety of written reports and analyses.

  • Ability to effectively communicate in English, including to provide targeted oral briefings.

  • Ability to develop and maintain a wide circle of contacts at all levels – including senior officials – at EU institutions and related organizations; ability to deal tactfully and independently with contacts as a representative of the U.S. Government.

  • Ability to carry out independent research and analysis based on public sources of the EU and other data in the sectors covered above.

  • Ability to work as part of a team with Americans and colleagues who are from other countries, and with individuals employed by other USG agencies.

  • Ability to inter-relate developments in the economic field to the broader political focus and factors at work in the EU and the U.S.-EU relationship.

  • Ability to use computer-oriented tools, such as economic databases and internet search engines and databases.

  • Must demonstrate resourcefulness, initiative and analytical ability.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
