The Position

The City of Portland is seeking multiple Facilities Maintenance Technicians - CL across multiple bureaus. This role typically requires broad knowledge and skills in multiple crafts and trades including electrical, plumbing, mechanical, carpentry, and related facilities trades.

The City of Portland Bureau of Environmental Services (BES) Operations & Maintenance Group (O&MG) A core aspect of the Bureau of Environmental Services’ work is in operating and maintaining facilities, this work includes maintaining facilities at two large, complex wastewater treatment plants, 98 pump stations located throughout the city as well as associated ancillary facilities. Facilities Maintenance Technicians operate at a journeyman level to safely maintain and repair these facilities and their components.

About the current vacancies:

Portland Parks and Recreation:
This position performs preventative maintenance and repair of heating, cooling, ventilation systems, lighting and electrical receptacles, and other building equipment. This position requires working experience with building heating and cooling systems to recognize operating conditions that may lead to breakdown or inefficient operation and making necessary repairs to restore the equipment to normal operations This work also involves building maintenance tasks requiring a variety of mechanical skills and the ability to utilize smart phones and tablets to operate HVAC equipment and track preventative maintenance schedules. This position may also provide direction and training to an assigned apprentice.

An ideal candidate will have strong mechanical skills as well as experience working autonomously to troubleshoot and provide preventative maintenance and repair to various equipment.

Bureau of Environmental Services:
This is full performance level work in the repair and maintenance of wastewater treatment facilities. Facility Maintenance technicians are responsible for the inspection, adjustment, installation, repair, and preventive maintenance of facility equipment and structures (including repair of windows, doors and locks, plumbing, roofs, HVAC, working spaces and furniture, exterior grounds work such as fencing and gates). Employees of this class perform work with considerable independence. Work is reviewed by a supervisor through on-site inspection for proper completion and/or review of completed work orders.

To Qualify

Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training and/or experience, meets each of the following minimum qualifications:


  • Knowledge
    of building/facility automated control systems and components;
  • Skill in performing building maintenance and repairs including scheduling and performing preventative maintenance inspections, repair of interior and exterior hardware, plumbing, and roof;
  • Experience performing installation, maintenance and repair of HVAC and refrigeration systems (for example: the operation of chillers, boilers, fan systems and pumps);
  • Experience performing repair and replacement of facilities electrical components;
  • Experience managing facility maintenance hazards and safety precautions, including applicable OSHA standards while working autonomously.
Applicants must also possess:
  • Must be fully vaccinated for COVID-19 per City/State mandate or have an approved exception by date of hire.
  • A current Limited Maintenance Electrical (LME) license or higher Oregon electrical license.
  • A valid state driver's license and an acceptable driving record at the time of appointment.
  • For Bureau of Environmental Services applicants: Refrigerant 608 certificate within 6 months of hire date.
  • Although it is not required for the current vacancies, future vacancies may require other certifications such as: class three boilers license; state of Oregon back flow tester's / cross connection inspector, confined space entry certification, and, Brazing Certification
Desired Qualifications for Bureau of Environmental Services applicants
  • Ability and experience using hand tools, power tools, refrigerant/evacuation/recharge tools, Carpentry, and basic machine tools.
