New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

Description of Job

About the Work Unit
CDOT’s Division of Transportation Development (DTD), Performance and Asset Management Branch (PAMB) in the Division of Transportation Development (DTD) manages and coordinates CDOT’s Performance and Asset Management programs. The Branch informs the department on strategic planning and decision-making tools that effectively measure, analyze, forecast, and communicate to staff and transportation stakeholders the performance of CDOT’s programs and investment decisions.

PAMB produces several reports required by statute including the Annual Performance Plan, as well as voluntary reports and performance measurement tools. The Branch also manages an external performance dashboard that communicates how much drivers pay for Colorado’s transportation system, how their dollars are invested, and the condition of CDOT’s assets.

About the Position
As the Performance Analyst (Analyst I), this position will learn to perform assignments with direction from others. This position supports the Department's Performance Measures Program Manager in performance reporting efforts to external and internal stakeholders including:


  • Implementation of Federally required Transportation Performance Management
  • Development and delivery of the Departments Annual Performance Plan
  • Establishing the Department’s strategic direction on the interpretation of performance results
  • Development of presentations, reports, and other documents necessary to communicate Department’s performance and strategic objectives to external and internal stakeholders
  • Archiving performance data, as required, to help with the development of performance reporting efforts
  • Maintain the Departments performance webpage to ensure transparency through consistent communication of reporting
Under the guidance of the Program Manager, this position will perform statistical modeling and analysis of performance data; research data-driven processes for setting performance targets and reporting progress, produce performance forecasts; ensure consistent communication of performance reporting across all documents, reports, and platforms; use current technologies and tools for data collection, processing, and analytics; use data delivery to support decisions; archive performance data, as required, to support the development of performance reporting efforts; assist in the development of a performance reporting management system; and identify problems in data processing and analysis.

Your duties and responsibilities under the guidance of the Program Manager will include, but are not limited to, the following:
  • Provide technical analysis for performance measures that reflect the Departments strategic outcomes;
  • Develop presentations, reports, and other documents necessary to communicate the Department’s performance and strategic objectives to internal stakeholders;
  • Maintain and support the department's internal website by developing content, information, data, graphs, charts, and infographics;
  • Coordinate with internal stakeholders and Department Subject Matter Experts to research, develop, and track performance measures;
  • Implement changes to the performance measures program to align with the Departments strategic direction;
  • Maintain and update the department's internal website for content, information, data, graphs, charts, and infographics;
  • Assist in working with internal stakeholders on their performance data publications;
  • Assist in implementing changes to the performance measures program to align with informational needs of the Executive Management Team, senior managers, and other staff;
  • Update and maintain CDOT's external performance reports and website. Compile data analysis into clear and concise reporting formats that can be easily understood by the public;
  • Work with other internal programs to ensure guidelines are being met when publishing external reports;
  • Analyze performance measure data and information to identify trends in Department performance;
  • Collaborate with Department Subject Matter Experts on strategies to clearly communicate Department performance to external stakeholders;
  • Work with multiple stakeholders to develop content, deadlines, data, and processes to meet reporting requirements of Federal Authorization and state legislation.
  • Assist in facilitating changes to the performance measures program to align with the strategic direction of the legislature, Governor's Office, other state departments, and the public;
  • Work with consultants for quality control monitoring of data provided by consultants;
  • Assess consultant projects to ensure materials are accurate and of high quality;
  • Other job duties as assigned.
Work Environment:
  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met. You may work a hybrid schedule with a combination of in-office and remote work

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications
A Bachelor's degree from an accredited college or university in data science, data analytics, business analytics, information sciences, public administration, business administration, journalism, political science, transportation planning, economics, mathematics, statistics, or a closely related field of study.

Substitution
Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, will substitute on a year-for-year basis for the required Bachelor's degree.

A Master's or Doctorate degree in one of the fields of study listed above will substitute for the undergraduate degree.
