The Position


Under the direction of the Community Engagement and Policy Specialist, the Policy and Research Coordinator will prepare clear and comprehensive written communications for community members, staff, elected officials, and the Mt. Hood Cable Regulatory Commission to educate and inform decision-makers and garner consensus on the direction of telecommunications policy, emerging technology, digital Inclusion, and broadband policies and strategies.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned to meet business needs:
  • Conducts research and analysis in telecommunications, technology, digital equity, and broadband policy to support existing projects and proposals for new bodies of work; synthesizes research findings to identify and recommend best practices and policy positions.
  • Assists in preparing annual Community Technology Group and MHCRC legislative agendas and coordinates implementation.
  • Assist with federal and state filings, draft documents, correspondence points, and other documents. Process recommendations and organize meetings with the public, the industry, and/or elected officials, and the MHCRC.
  • Extracts collects, and aggregates data across databases, information sources, survey responses, and other data sources; ensures data quality; cleans and checks existing data for consistency and accuracy.
  • Develops data visualizations for diverse audiences and develops, formats, and prepares reports, charts, and graphs for varying documents and written and oral presentations for both internal and external audiences; collaborates with teams to design and help integrate data into easily associable formats.
  • Collaborates with the bureau’s communications team to communicate relevant data and policy issues pertinent to the department through social media, newsletters, etc.
  • Leads the development of the Community Technology Group and MHCRC annual reports, including preparing content outline and composing draft copy.
  • Represents the Community Technology Group and/or the MHCRC in professional/legal/policy discussions.
  • Coordinates the MHCRC’s Community Technology Needs Study process and other MHCRC franchising processes as assigned, such as outreach and coordination of focus groups and interviews and implementation of surveys.
  • Process and lead response to all public records requests for the MHCRC
  • Coordinate and support the MHCRC’s Policy Committee.

  • Must promote and foster communications with staff and external partners. Must have excellent listening skills.
  • Works with integrity and ethics; must follow the Bureau of Planning and Sustainability’s policies and procedures; is consistently at work and on time; ensures work responsibilities are covered when absent.

Travel:
Some evening, out-of-the-area, and overnight travel may be expected.
Supervisory Responsibility. This position has no supervisory responsibilities. However, the Policy and Research Coordinator is expected to coordinate efforts with key personnel in the department to achieve the position’s purpose.

COVID-19 Vaccine Requirement
As of October 18, 2021, all City employees must be fully vaccinated for COVID-19. This is required for all positions at the City of Portland. Work Location
Many positions within the City are designated as hybrid and currently the City requires you to work in-person one day per week. Beginning in April 2023, most hybrid employees will be expected to perform at least half of their work in-person.

To Qualify

Applicants must specifically address and demonstrate in their cover letter and resume how their education, training and/or experience, meets each of the following required minimum qualifications:


  • Experience communicating verbally and in writing to facilitate, prepare, and present clear, concise, and comprehensive policy and program recommendations to various stakeholders.
  • Experience processing a high volume of accurate, detailed, and quality work products with unsurpassed attention to detail.
  • Ability to conduct policy research and analysis, including laws, ordinances, regulations, and court decisions.
  • Ability to learn City rules, policies, and procedures related to the area of assignment.
  • Knowledge of cable and telecommunications regulatory landscape and/or community uses of communications technology.
Desired:
  • Experience working with or supporting a board or commission.
