Summary: The Command Maintenance and Evaluation Team (COMET) program is an activity of the United States Army Forces Command (FORSCOM) Deputy Chief of Staff, G-4 to establish teams that serve FORSCOM organizations with logistics expertise and logistics training to improve Soldier forces and capabilities in support of the National Security and Defense Strategies and sustainment of unit combat readiness. COMET SMEs perform assessments and training of Army Leaders and Soldiers to provide quality assurance and advice in the areas of maintenance and supply.

Duties and Responsibilities:

The Project Manager (PM) -Technical Instructor will be the focal point for all contractual issues in the program. The PM shall have full authority to act for the Contractor on all matters relating to daily operations of this contract. The PM shall be responsible for the overall management, coordination, and supervision of the work performed on this contract. The PM shall have knowledge of the terms and conditions of the contract. The PM will integrate, manage, control, report, and document all phases of the contract requirements. The PM will keep the COR informed verbally and in writing of all significant events. The PM shall be available by phone anytime services are being performed at the assigned U.S. military installation (in specific, available from the hours of 8:00 AM to 4:30 PM, Monday through Friday, except federal holidays or when the government facility is closed for administrative reasons.) The PM will be the responsible agent for contract execution, deliverables, and communications with the COR.

The PM will assist the COR in executing projects, programs, and other requirements to include Technical Instruction/Course Development. The PM will provide overall Logistics Management of the COMET program. The PM will be required to travel to CONUS/OCONUS to attend meetings, conferences, training, and support to FORSCOM elements located on TRADOC installations based on closest regional proximity of the COMET team. (OCONUS locations are limited to Alaska, Hawaii, and Japan Training locations).

Knowledge, Skills and Abilities Required:

The Program Manager must possess a minimum five years’ experience in the performance, management and training of Army Maintenance and Supply Discipline embedded in Army regulations, policies, concepts, and functional areas:
  • The Army Materiel Maintenance Policy
  • Maintenance Management of Tactical Wheel and Track Vehicles
  • Supply Management below the retail level
  • National Maintenance Policy below the National Level
  • Supply Support Activities Operations
  • Publications
  • Unit Supply Systems

The Program Manager must demonstrate proficiency with Army Logistics Information Systems, such as:
  • Standard Army Maintenance System-Enhanced (SAMS-E)
  • Global Combat Support System – Army (GCSS-ARMY) - Supply
  • Decision Support Tool (DST)
  • Property Book Unit Supply - Enhanced
  • Theater Operations Automated Movement and Identification Solutions (TC-AIMS)
  • Very Small Aperture Terminal (V-SAT)
  • Materiel Common Operating Picture (M-COP)

The Program Manager must have knowledge in:

Minimum Job Requirements:

  • Must have a minimum of 5-Years Experience performing as an Army Maintenance or Supply Technician in a leadership/management/supervisory capacity as Senior NCO, Senior Warrant Officer or Supply Officer (CPT or above).
  • Must have prior experience providing technical instruction on Maintenance and Supply concepts at Unit Level
  • Must have experience performing staff logistics functions and briefings to senior level officers/civilians within a Division and/or Corps level command
  • Must be a US Citizen
  • Must read, write, speak English proficiently
  • Must have or be able to obtain a SECRET security clearance
