Summary:

The Administrative Officer serves as the Administrative Officer for the Assistant Chief of Staff, G1. Performs a variety of duties related to management of administrative and personnel services programs of the G1.

Essential Duties and Responsibilities:

  • Serves as the principal advisor to various staff elements and their subordinates in the areas of office support services, administration, personnel management, document control, logistics and a variety of other administrative matters.
  • Provides interface between the G1, subordinate directorates/offices, and INSCOM and tenant staff elements.
  • Applies the application of a variety of administrative and analytical practices, policies, procedures and knowledge/understanding of the organization’s mission and functions.
  • Generates documentation and ensures completeness, accuracy and adequacy for accomplishment of numerous personnel actions.
  • Generates and review position descriptions, documentation for promotions, justification for training, documentation for awards and other write-ups to assure they conform to procedural requirements.
  • Maintains up-to-date internal personnel records to include ongoing personnel actions and status of each action, position descriptions currently assigned to employees, notification of personnel actions for each employee, and personnel policy information (i.e., guidance concerning recruitment and placement, position and pay management and management-employee relations).
  • Monitors nominations made for awards, generating or providing assistance/advice to supervisors submitting such requests.
  • Executes all administrative functions for hiring actions to including service as the Human Resources representative on high-grade panels.
  • Directs and coordinates administrative functions for various staff elements; ensures subordinate divisions and offices comply with all applicable policies and procedures.
  • Advises the various staff elements on administrative matters requiring a broad

knowledge of INSCOM missions, functions and objectives.

  • Provides guidance and advice to various personnel on the full range of administrative support services.
  • Serves as liaison for civilian and military personnel matters. Provides assistance in the interpretation and application of personnel management policies and procedures by maintaining a close working relationship with operating officials at the Civilian Personnel Advisory Center.
  • Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall qualify of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy. As required, contacts the originating office to recommend changes, etc. before documents are forwarded to the Commander.

Requirements/Qualifications:

Education and Experience:

  • Must be a U.S. citizen and possess a Department of Defense Top Secret/SCI clearance with T5.
  • Bachelor’s Degree or 5 years of commensurate experience.

Skills, Knowledge and Abilities:

  • Excellent proof reading reading/attention to detail skills.
  • Data base entry abilities (updating existing databases).
  • Ability to interpret regulatory guidance.
  • Excellent communication skills.
  • Proficient with a broad range of Microsoft Office programs.
  • Knowledge of office machines in order to print, scan and fax documents.
  • Knowledge of various Human Resource Information Systems.
  • Knowledge of personnel management requirements and the Defense Civilian Intelligence Personnel System (DCIPS).
