The Position

The Community Health Division at Portland Fire & Rescue is looking for a Data Analyst II to join the team!
About the position:
The Data Analyst II responsibilities include assisting the program and Division with charting needs, overseeing quality assurance in the charting system, serving as a liaison for the CAD software system and the Bureau of Emergency Communications (BOEC), preparing reports and documents, creating ArcGIS maps for operational needs, and statistical analysis and forecasting for programmatic growth. This position reports to the Program Manager for Portland Street Response but will also be working closely with the CHAT and Community Connect Program Manager.

As a Community Health Division Data Analyst II, you will:
  • Monitor and support program, project, and operational development; determine whether performance is acceptable and identify opportunities for improvement; ensure all data is reliable, accurate, and relevant.
  • Research and compile data from a variety of sources; identify historical trends and irregularities; assemble, analyze, and interpret data; perform causal analyses; develop analytical techniques and data-gathering processes.
  • Develop and present objective analyses, observations, findings, conclusions, and recommendations to supervisors, managers, and City officials via written reports, oral presentations, and public forums.
  • Create maps in ArcGIS.
  • Develop, design, and administer databases and data sets; determine requirements; track and report statistics; coordinate exchange of data with other agencies and Bureaus/Offices; oversee the integration and migration of data between databases.
  • Participate in development of Bureau/Office performance and annual reports.
  • Serve as liaison between designated Bureau/Office and other Bureaus/Offices.
About the Community Health Division:
The Community Health Division resides within Portland Fire & Rescue and is the newest Division to be created in Portland Fire & Rescue in over 100 years. The Community Health Division encompasses three programs: Portland Street Response (PSR), the Community Health Assess & Treat (CHAT) Program, and Community Connect. All three programs deliver a trauma-informed approach to first response and seek to divert non-life threatening 9-1-1 medical and/or mental health calls from Police and Fire. Two primary benefits of these new branches of first responders for non-life-threatening but crisis-related calls are:
  • Enables the City of Portland to free up Police and Fire resources to attend to life saving and crime-related calls for help; and
  • Provides quick and compassionate response by trauma informed members trained in crisis management, emergency medicine, and behavioral health
These programs are expected to:
  • Reduce the number of calls traditionally responded to by Police where criminal activity is not present.
  • Reduce the number of individuals transported to the emergency department for low acuity medical related issues that could instead be addressed in a pre-hospital care setting.
  • Reduce the number of behavioral health and lower acuity medical calls traditionally responded to by Police and Fire.
All three of these programs are in their first two years of development and therefore analysis of trends, forecasting, and reporting out metrics is key to the continued success of these programs.

Preferred Qualifications

  • Bachelor’s degree from an accredited college or university in business administration, data science/analytics, public administration, or a related field.
  • Knowledge and experience with ArcGIS
  • Four (4) years of professional and responsible experience performing analytical or related work in a public agency.

COVID-19 Vaccine Requirement

Work Location
Beginning in April 2023, most hybrid employees will be expected to perform at least half of their work in-person. City Council approved a human resources administrative rule in January 2023, HRAR – 4.045, requiring employees, including those who are fully remote and hybrid, to perform work within Oregon or Washington. To Qualify

Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training and/or experience, meets each of the following minimum qualifications:


  • Ability to collect, evaluate, and interpret complex data in statistical and narrative forms
  • Ability to use quantitative and qualitative analysis, tools, and modeling.
  • Ability to analyze, interpret, explain, and apply relevant laws, regulations, ordinances, policies, and procedures.
  • Experience communicating in writing and verbally technical information to non-technical audiences.
  • Experience establishing and maintaining effective working relationships with external and internal stakeholders such as Bureau/Office management and staff, representatives of other public agencies, the public, and others encountered in the course of work.

  • Must be fully vaccinated for COVID-19 per City/State mandate or have an approved exception by date of hire.
