Summary:
Participates in and supervises employees and private contractors in the performance of day-to-day maintenance, operation, and repair activities for City of Kenmore facilities, vehicles, and equipment. Assists in the development of budgets, facility plans, and preventative maintenance management systems. Because of the small number of City employees, each staff member is expected to perform a wide range of office and field duties as may be required from time to time.

Distinguishing Career Features:
This position spends a significant portion of time in supervisory-related activities. This position supervises personnel and contractors in all aspects of staff supervision, assigning work, organizing work and activities, determining scopes of work, completing performance evaluations, calculating, and preparing time sheets, assisting with the hiring division employees, and providing guidance and instruction.

Essential Duties and Responsibilities:
  • Assists the Public Works Operations Director in planning and implementing the department goals and objectives
  • Oversees a variety of custodial duties in City facilities
  • Manages and maintains facility access
  • Maintains building security
  • Manages, coordinates and schedules routine, re-call, and emergency vehicle and equipment maintenance
  • Develop and manage requests for bids and contracts for an array of maintenance services
  • May provide labor and other resources to other divisions and departments in the City
  • Recognizes that there are no organizational silos, and that resources, labor, and information are shared across the organization
  • Troubleshoots problems and resolves non-routine maintenance and repairs
  • Drives, operates, and maintains fleet vehicles and a variety of equipment
  • May perform all levels and forms of maintenance work within facilities and fleet
  • Utilizes proper safety precautions in all work performed; recognizes and reports safety hazards, equipment problems and emergency situations
  • Travels from site to site within the City
  • Performs semi-skilled and general labor in plumbing, electrical, mechanical, carpentry, painting, and concrete work
  • Uses electronic service request and asset management software
  • Interacts frequently with the internal and external customers
  • Provides support to recreation, facility rentals and special events located in City owned facilities and/or properties
  • Responds to facility and fleet related emergencies including evenings, weekends, and holidays
  • Organize and maintains the Citys Safety Data Sheets
  • Maintains and manages facility and fleet first aid supplies and Automated Electric Defibrillator (AED) in City facilities
  • Provides guidance and instruction in the proper and most efficient method of accomplishing tasks
  • Provides technical expertise and may perform some specialized tasks depending on individual expertise and abilities of staff
  • Is a leader in developing and maintaining a team atmosphere, which supports and encourages employees to make suggestions for innovative operational change
  • Coordinate with Human Resources on driver evaluation procedures and compliance
Qualifications:
Knowledge, Skills and Abilities

Knowledge:
  • General principals of facilities and grounds maintenance including but not limited to hard surfaces, parking lots, surface water infrastructure, signs, and markings maintenance and construction
  • Methods and principles of general building maintenance and systems including, but not limited to carpentry, plumbing, painting, electrical, HVAC systems, access control/security systems, door lock systems
  • Health and safety hazards associated with the operation of the section and the necessary safety and health precautions required
  • Storm water regulations as it relates to City facilities
Skills:
  • Experience with basic cleaning methods, procedures, and techniques with knowledge of green cleaning materials, methods, supplies and equipment
  • Asset management practices including the familiarity with asset management software.
  • Customer service and problem-solving techniques
  • Applying critical thinking and problem-solving skills to business needs
  • Skills in completing multiple competing projects and meeting deadlines
  • Requires well-developed human relation skills to work productively and cooperatively with diverse teams, and exercise patience when interacting with internal and external customers
Abilities:
Must have the ability to:
  • Requires ability to demonstrate basic understanding of the disciplines of City departments and their divisions
  • Requires the ability to independently perform all the duties of the position and to exercise judgment and discretion in making significant business decisions
  • Requires the ability to physically participate in the set up and tear down of recreation activities, reservations, and events
  • Requires the ability to plan, organize and prioritize work to meet schedules and timelines
  • Requires the ability to communicate with staff, customers, and the public using clear verbal and written clear communication skills, either over the phone, virtually or face-to-face
  • Requires the ability to operate a Windows PC using Microsoft Office
  • Requires the ability to alternatively sit and stand for sustained periods of time
  • Requires the ability to occasionally lift objects weighing approximately 50 pounds
Education and Experience:
This position typically requires a High school diploma or GED. Five (5) years of experience performing the duties of the division, or closely related maintenance function. Three (3) years of supervisory experience required. Any equivalent combination of education, experience and training that provides the knowledge, skills and abilities may be considered.

Preferred: A certificate in facility management or a similar program.

Licenses and Certificates:
  • A valid Washington State Drivers License is required in order to drive to various locations to perform work at multiple sites throughout the City of Kenmore or King County, and to drive a City vehicle. If selected for this position, a good driving record with a three (3) year driving record abstract would be required.
  • Ability to obtain and maintain a current First Aid/CPR card will be required within twelve (12) months of employment
  • Ability to obtain and maintain Bloodborne Pathogens certification will be required within the first six (6) months of employment
Additional Information:
  • Work Environment Duties are performed in both indoor and outdoor work environments which will require exposure to varying weather conditions and terrain, noise, dust, mud, moving vehicles or machines, chemical cleaning agents and noxious odors. Many of the duties involve, bending at the waist, kneeling, or crouching and performing moderately medium to heavy manual activities.
  • Hours of Work City Hall working hours are typically 8:30 a.m.-5:00 p.m. The position requires reporting to City Hall most of the time, but teleworking may be approved, if and when appropriate
  • Safety Requirements Required to comply with all work rules, safety, and Personal Protective Equipment (PPE) requirements
  • Conditions of Employment/Post Offer- Driving record, reference, and a post-offer criminal background checks must be conducted as conditions of employment
