Job Purpose/Summary

Under general Supervision, this position performs work related to the repair, service and maintenance and emergency service calls of all City vehicles and equipment (Cars, Trucks / Vans, Buses and Heavy Equipment such as Loaders, Back Hoes, Dozers and Graders), as well as repair, service, and maintenance on all small Equipment such as, Mowers, Weed Sprayers, Trailers, Shop Equipment and Tools). Will perform Inspection, Verification, Repair and Service of any type of Mechanical, Electrical, Hydraulic, Pneumatic Failure / Defects related to the above-mentioned equipment and vehicles.

Essential Functions
  • Inspects, assesses, diagnoses, maintains, and/or repairs a variety of City vehicles and equipment.
  • Inspects, assesses, diagnoses, maintains, and/or repairs a variety of City transit buses.
  • Performs and follows preventative maintenance schedules and procedures.
  • Reviews equipment/vehicle maintenance records.
  • Performs maintenance services and operations at appropriate intervals and,
    • Maintains files and records such as completed inspection sheets in unit files.
  • Documents all parts and labor used for each work order line item through our fleet management software.
  • Performs diagnostics, repair and maintenance to transmissions, drivetrains, electrical, hydraulic, fuel, air & hydraulic brakes and/or other systems as necessary.
  • Performs mechanical repairs to gasoline, CNG, and diesel engine vehicles and their related components.
  • Welds (ARC and MIG), fabricates, and creates braces, brackets, and other necessary repair fabrication work.
  • Tests and approves vehicle and/or equipment for ‘return to service’ condition.
  • Conducts repair and maintenance services within the shop and/or at work sites, as required.
  • Performs road calls/service as needed.
  • As required or regularly assigned, must be able to operate one or more specialized pieces of equipment, such as:
    • TPMS tool, Cummins INSITE, and Mitchell1 Repair Software
  • Checks vehicles prior to and following use (pre/post trip inspections).
  • Replacement of vehicle/equipment systems components, such as:
    • Water pumps, gear boxes/ring and pinon, starters, alternators, air compressors, and valves.
  • Perform HVAC repairs on vehicles/equipment to include diagnosis, and leak detection.
  • As required, operate a forklift or hydraulic car/truck lifts.
  • Must be able to safely utilize shop hand and power tools, such as:
    • Drills/presses/grinders, tire changers (light & heavy-duty), battery load testers, brake lathe, table saw and various other tools and machinery.
  • Must maintain all shop tools and equipment in good working order.
  • Other related duties as assigned.

  • City organization, operations, policies and procedures.
  • Structure, organization and interrelationships of City departments, agencies and related governmental agencies and offices affecting assigned functions.
  • City, county, state and Federal statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
  • Vehicle and equipment maintenance, diagnostics, and repair concepts and techniques.
Ability to:
  • Read, understand, interpret and apply relevant City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders, policies and procedures and other operational guidelines and directives.
  • Assess and prioritize multiple tasks, projects and/or demands.
  • Work within deadlines to complete projects and assignments.
  • Assess, analyze, identify and implement solutions to complex problems.
  • Establish and maintain effective working relations with co-workers, staff, vendors, contractors, visitors, the general public and others having business with the City of Banning.
  • Operate a personal computer utilizing a variety of software applications.
  • Operate shop tools and equipment as related under the Essential Functions of the position.

Minimum Qualifications:

  • A high school diploma or GED equivalency
  • Five (5) years of vehicle service, repair, and maintenance on light to heavy-duty vehicles and equipment.
  • Must have at time of application and maintain during employment a California Driver’s License (Incumbents must obtain a California Class B Driver’s License within 90 days of hire or may be terminated)
  • Must provide a DMV K4 Driver History report issued within the last 30 days of your application (must be attached to application and an online print out will not be accepted).
Preferred Qualifications:
  • California Class B or A Driver’s License with DOT certificate
  • MACS A/C certification (please provide copy with application)
  • ASE Certifications (please provide copies with application)
  • Welding experience (provide any welding certification copies)
  • Experience utilizing Shop Management Systems

Physical and Environmental Working conditions:

While performing the duties of this job, the incumbent is frequently required to walk, sit, talk, hear and potentially stand for long periods of time. The incumbent is frequently required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. Repetitive arm motions, including the repetitive use of body weight for leverage and the repetitive need to push/pull/lift up to 100 pounds. The incumbent is frequently required to climb, balance, stoop, kneel, crouch, or crawl. The incumbent may be exposed to extreme weather conditions, potential physical harm, infectious diseases, hazardous chemicals and/or dangerous machinery. Depending on the needs of the City, incumbents in this classification will be required to obtain and maintain additional licenses or certifications. May be required to work outside the traditional work schedule. May be subject to call out and/or call-back or stand-by schedule with a response to an emergency within thirty (30) minutes. The employee must regularly lift and/or move up to one hundred (100) pounds.

RETIREMENT: New employees with recent service with CalPERS pay up to 7% of the employee rate with the 2% @ 60 Plan and 3 Year Average formula. New hires with no CalPERS service as of January 1, 2013, will pay 7% of the employee rate and will be subject to the 2% @ 62 Plan, with 3 Year Average formula and a mandatory contribution of normal costs as established by the new Pension Reform Act Law. The City also participates in Social Security.

AGENCY SHOP/DUES DEDUCTIONS: Employees may choose to join IBEW (International Brotherhood of Electrical Workers) or pay them a service fee in an amount not to exceed the standard initiation fee, periodic dues and general assessments of IBEW.

CAFETERIA PLAN/BENEFITS: The City contributes $1,400 per month to each employee for health, dental, vision, life, and disability insurance and the remaining goes into a deferred compensation program. City reimburses employee a maximum of $250 for eyewear every fiscal year. Employees who reside within City limits shall receive $150 per month as a discount against the cost of electric and water service during the period of such residency.

DISABILITY INSURANCE: Employees pay for a short/long term disability plan with a 30-day elimination period.

HOLIDAYS/VACATION/SICK/BEREAVEMENT LEAVE: City employees receive twelve (12) paid holidays per year. After completion of probation period: Ten (10) days annual vacation, additional vacation after five (5) years up to a maximum of twenty (20) days. Twelve (12) days of sick leave per year. Three (3) days of bereavement leave for immediate family not subject to waiting period.
