CLASS DEFINITION
Performs skilled work in the maintenance, repair and overhaul of automobiles, trucks, large vehicles, and other motorized equipment and specialized equipment and supervises floor activities of Fleet operations

DISTINGUISHING CHARACTERISTICS
This journey-level classification is distinguished by the varied and complex mechanic tasks performed on City equipment performed under general supervision.

SUPERVISION RECEIVED
The incumbent works under the general supervision of the Internal Services Supervisor and exercises functional supervision over Mechanics.

Job Overview

  • Inspects City vehicles and equipment to determine extent of necessary repairs
  • Performs all automotive and equipment maintenance activities associated with the City's fleet division
  • Performs general overhaul, repair and adjustment work of all internal combustion, diesel, natural gas, and electric vehicle engines; specialty equipment including sewer vactors, street sweepers, backhoes, loaders, aerial trucks, rollers and motorcycles; and hydraulic systems, transmissions, differentials, computerized ignitions, computerized fuel injection, cooling and air conditioning systems
  • Performs preventative maintenance on a variety of mechanical equipment.
  • Installs, replaces, repairs, adjusts or removes lighting, radio, push bumpers, sirens and other emergency equipment. Installs lights, light brackets, mirrors, decals and other accessories
  • Modifies equipment and fabricates parts as necessary or as directed
  • Operates computer-aided diagnostic equipment, vehicle testing and/or operating equipment
  • Plans and coordinates work schedules
  • Evaluates the work of subordinates
  • Provide formal or functional supervision including training to subordinate employees in the proper use and care of equipment and proper safety procedures
  • Enforces proper safety procedures
  • Performs welding and fabrication repairs on vehicles and mechanical equipment
  • Inputs data and operation of a computerized fleet management program

OTHER JOB-RELATED DUTIES

  • Requisitions parts and supplies as needed
  • Maintains records and schedules on all service and repair work
  • May drive vehicles into and out of service bays and perform road tests
  • Performs other duties as assigned

Qualification Guidelines

EDUCATION:

  • High school graduation or equivalent
  • Associate of Arts degree in automotive technology is highly desirable
EXPERIENCE:
  • Five years journey-level experience repairing, maintaining and overhauling vehicles and equipment is required
  • Experience repairing, maintaining and overhauling large vehicles, and equipment is highly desirable
  • One year experience in a supervisory capacity is highly desirable
  • One year experience operating a computerized fleet management program
REQUIRED KNOWLEDGE AND SKILL LEVELS:
  • Diagnosis and repair of vehicles and equipment
  • The tools, equipment, materials and techniques used in the overhaul, repair and adjustment of motor equipment including drills, grinders, micrometers, reamers and brake drum lathes
  • The assembly, operation, repair, maintenance and overhaul of gasoline, natural gas, diesel and electrical powered engines and motors
  • The theory of operating principles of gasoline and diesel engines; theory of fuel, ignition, electrical and cooling systems and of their repair and adjustment
  • Principles and practices relating to valve refacing and seat grinding
  • The operation, repair and maintenance of modern heavy and light equipment and specialized construction equipment
  • The principles of cooling systems, computerized fuel injection, computerized ignition, computerized electrical systems, brake systems, hydraulic systems, suspension systems and their repair and adjustment
  • Safety rules and precautions related to the use of tools, vehicles and equipment
  • Maintain a variety of manual and computerized records
  • Prepare service schedules of City vehicles and equipment
  • Principles and practices of effective supervision
  • Establish and maintain effective working relationships with other employees, City officials, contractors and the public
  • Communicate effectively verbally
  • Maintain a computerized fleet management program
REQUISITE ABILITIES:
  • Use computer-aided diagnostic equipment requiring the use of independent judgment to diagnose and determine the cause of mechanical problems
  • Read and interpret diagnostic codes, maintenance manuals, electrical diagrams, vehicle emission control standards and related specification manuals
  • Lift and carry heavy objects safely
LICENSE REQUIRED:
  • A valid California Class C Driver's License is required
  • A valid California Class A or B Commercial Driver's License for air brake and manual transmissions is required at the time of appointment or within the probationary period.
  • A valid California Commercial License Tanker Endorsement is desirable.
  • A valid California Motorcycle Class M1 is highly desirable.
  • Maintain, at all times, the license requirements for this job classification
CERTIFICATION:
  • ASE Certification(s) in Automotive and Light Truck (A-Series) is highly desirable.
  • ASE Certification(s) in Medium-Heavy Duty (T-Series) is highly desirable.
  • Maintain, at all times, the certification requirements for this job classification.
SPECIAL REQUIREMENT:
Must be available for standby duty and is subject to periodic call-out during off-time hours to assist in emergency repairs

PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS:
Work will primarily be outdoors with full exposure to the elements but may work indoors as well.

Performs strenuous physical labor for extended periods of time requiring physical strength and endurance; drive a City vehicle on City business; operate motorized equipment and machinery; may work under damp conditions and in confined spaces and, therefore, may work on slippery and uneven surfaces; crouch, sit, stand, walk, bend, crawl, kneel, pull, reach, push, twist, climb ladders and sloping surfaces, grasp, drag, lift and carry items weighing up to 100 pounds; work above shoulder level with power and/or hand tools for sustained periods of time; may be exposed to dust, chemicals, solvents, paint, grease/oil, fumes, electrical and mechanical hazards, vehicular traffic, vibration and noise, work with machinery; meet the physical requirements of the class and have mobility, vision, hearing, dexterity and use of both hands and legs appropriate to the duties to be performed
