GENERAL PURPOSE OF NETWORK SPECIALIST

This position performs a variety of complex technical duties related to the installation, maintenance, and repair of various equipment, including two-way radios, security alarm systems, IP Camera Systems, Card Access Systems, Network infrastructure, and other electronic equipment for the city. The position is also responsible for the design, implementation, and maintenance of camera systems and card access systems and helps with the design and implementation of wireless network equipment including microwave point-to-point and point-to-multipoint solutions. Receives direction from the Information Technology Division Manager.

NETWORK SPECIALIST JOB FUNCTIONS

• Assume overall system administration responsibility for all city information technology systems and networks.
• Plan, direct, participate in, and manage projects relating to all aspects of information technology, including vendor software implementations, custom development, networking, telecommunications, and hardware implementations. Manage the day-to-day operational and tactical aspects of multiple small, medium, and large-scale projects. Minimize organizational exposure, manage scope, and mitigate risk across projects.
• Oversee all data and computer infrastructure security, backups, and disaster recovery procedures and work successfully with DBA and development personnel in integrating all areas of security.
• Recommend and implement approved information technology goals, objectives, policies, and procedures.
• Establish schedules and methods for providing information technology services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
• Monitor and evaluate computer hardware and software performance to ensure efficient resource utilization; prepare associated analytical and statistical reports.
• Develop systems and standards for data base design, backup, recovery, and reorganization.
• Maintain current inventory of all computer hardware and networking equipment.
• Participate in the installation and maintenance of various software systems.
• Troubleshoot and fix hardware, software, and network operation malfunctions.
• Work directly with users to identify needs; design, develop, and implement computer programs based on system requirements; develop and provide user training for new or modified computer applications and procedures.
• Participate in the support of the city's Public Safety Computer System; provide immediate response to dispatch center problems.
• Search out and review new software, hardware, and communications products, trends, and innovations.
• Interface with computer vendors as required.
• Attend and participate in professional group meeting and conferences.
• Participate in safety and risk management activities; take action to reduce liability to the city.
• Attendance and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employee is required to use on-site equipment.
