IFC’s Real Estate, Facilities Management and Procurement unit (CBARE) is part of IFC's Budget & Administration Department and is responsible for IFC’s corporate real estate, project management, facilities management, security services oversight, real estate capital budgeting, corporate sustainability and IFC’s procurement function.

IFC is headquartered in Washington DC and has more than 105 Country Offices globally across six continents, totaling approximately 2.3 million gross square feet (half of which is in Washington DC). These facilities are a mix of owned and leased real estate.

IFC is seeking to hire a highly motivated and qualified Manager to lead and manage IFC’s Global Real Estate function (responsible for both IFC’s headquarters building and its Country Offices globally) as well as its Procurement function, working closely with WBG Corporate Procurement in this capacity. In addition, this role will lead IFC’s Corporate Environmental Sustainability function. These functions are centrally managed from IFC’s Washington, DC headquarters. The Manager will lead the team located in Washington, DC, and in various regional offices globally. The position will require some international travel.

Duties and Accountabilities

IFC’s Real Estate unit strives to form value-added partnerships with internal clients to support them through real estate, facilities management and procurement related activities while ensuring that these activities are fully aligned with IFC’s corporate objectives and creating efficiencies. The Procurement team, in partnership with the WBG Corporate Procurement division, is responsible for providing support to clients for all aspects of the acquisition of goods and services to support IFC’s offices and staff worldwide, including, competitive selection, contract negotiation, purchase order issuance, change order processing and contract administration.

The role requires a strong mix of technical experience in the field of internal corporate real estate, projects, construction, property, and facilities management as well as procurement and sustainability along with strong skills in business, financial management, strong track record in managing people, communications, and organization. Experience with large corporate or international organizations and their practices, processes and procedures is required.

Key areas of responsibility include:
  • Delivery of IFC’S Global Corporate Real Estate Portfolio Management Services from strategy to execution and ongoing management of IFC’s Global Real Estate Footprint.
  • Delivery of IFC’s Global Corporate Real Estate Project Management Services including broad oversight of project planning and evaluation, budgeting and cost estimation, scope development and implementation that includes Real Estate Expansions, Relocations, Consolidations, Reconfigurations, and new greenfield building construction.
  • Responsible for ongoing Real Estate Operations & Facilities Management with global oversight that includes maintenance and operations, design and construction, space allocation and management, capital improvement and all property related administrative services across IFC’s global facilities (whether leased or owned) to ensure that the portfolio operates in a safe, healthy, secure, sustainable, efficient, and cost-effective manner to support IFC staff globally.
  • Guiding/advising FC internal clients in all Corporate Real Estate, related administrative functions, project management and facilities/property management related initiatives.
  • Strong collaboration and coordination with multiple internal and external service providers, including but not limited to other project implementation managers in the WBG, budget staff, procurement staff, IT specialists, security providers, architects, engineers, developers, real estate brokers, landlords, construction managers, furniture providers, etc.
  • Lead and oversee the ongoing review, revision, development, and implementation of the Global Real Estate, Facilities Management, Workplace Environment Planning, Standards, Policies, and Processes to ensure sustainability considerations are integrated into every aspect of IFC’s Global Real Estate Portfolio.
  • Drive controllership and maintain robust financial approaches, policies, and procedures in line with central standards and policies and other corporate expectations.
  • Advocate and drive operational excellence and efficiency across all functions and services, promoting stronger analytical support, transparency, simplicity, standardization, and automation while providing high-quality services to internal stakeholders and clients.
  • Oversight of IFC’s Procurement function in strong partnership with WBG Corporate Procurement. Oversee the delivery of IFC’s Procurement services, ensuring appropriate fiduciary and quality controls, and consistent application and interpretation of policy in making procurement decisions. Advise clients and colleagues in handling complex procurement tasks and issues.
  • Organizational development and people management of global team composed of over 30 real estate/facilities/sustainability and procurement staff.
  • Broad oversight to ensure quality and relevance of metrics driven data gathering and maintenance of data for business decision analysis for all appropriate aspects of real estate, facilities management and procurement operations and regular reporting. Ensuring that strategy aligns with and supports IFC’s strategic business direction in close collaboration with senior management and business operations.
  • Ongoing management of internal communications to manage internal client expectations aimed at improving efficiencies and service quality for IFC staff globally


Selection Criteria

  • Master’s degree level education and a minimum 12 years of relevant experience. Multinational corporate real estate experience, Leasing/Real Estate Portfolio Management, Construction Management, broad Facilities Management experience. Professional qualifications and certifications such as RICS, PMI, MCR etc. will be an advantage.
  • Proven ability to initiate and drive strategy and vision for the corporate workplace environment, considering its impact on staff wellbeing and productivity, etc.
  • Proven real estate and project management experience of complex/challenging projects in emerging/growth markets with technical knowledge related to acquisition, leasing, building operations, architecture, mechanical and electrical engineering to manage and direct a virtual team across the globe.
  • Demonstrated experience working in large complex organizations with international presence.
  • Project and financial management experience, procurement experience, enough technical knowledge related to building operations, architecture/engineering to manage and direct the team.
  • Strong understanding of finance and budgeting a strong plus.
  • Results oriented, client focus, practical, common-sense approach to problem solving is critical.
  • Business orientation with financial skills including ability to evaluate cost/benefit and develop business cases for decision-making.
  • A track record of developing global real estate and procurement management systems and reporting and applying data to drive good decision making. Disciplined project management and analytical skills.
  • Extensive knowledge and experience of process, systems, and policies improvement to achieve operational excellence and client satisfaction.
  • Excellent people management skills and openness to feedback, new ideas and ability to help guide staff to solutions for problems.
  • Strong diplomatic and interpersonal skills with proven ability to work effectively across cultures.
  • Ability to establish “partner” relationships with the clients and take personal responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or overall success.

  • Ability to manage a Corporate Real Estate budget of more than $75M in admin and $130M in capital budget annually whilst ensuring consistent fiduciary and quality controls. Ensuring that the Corporate Real Estate program contributes to WBG/IFC efficiency targets.
  • Ability to develop innovative solutions and challenge the “status quo” to improve and simplify processes focused on end results.
