Duties

As a Management and Program Analyst, you will:

  • Coordinate with the Director of Maritime Supply Chain Analytics and the Team Lead for Maritime Supply Chain Analytics to develop and implement guidelines to be used by Bureau staff in analyzing and evaluating developments in the maritime supply chain. The incumbent researches the types and sources of information that staff should obtain to evaluate industry activity.
  • Offer programmatic support for the Maritime Supply Chain Analytics division within the Bureau of Trade Analysis, in this role the incumbent plans and supports data mapping activities, requirements gathering, and provides data analytic and technology solutions for the overall fitness of the program.
  • Participate in meetings with industry representatives to support requirements gathering for Maritime Supply Chain Analytics-to include service contracts, tariffs, ocean carrier pricing, marine terminal operator schedules, maritime supply chain issues and other elements.
  • Use an in-depth knowledge of transportation systems and appropriate methodology to evaluate the goal of the Maritime Supply Chain Analytics project and translates this knowledge into courses of action and develops new or unique approaches to data sources and analytic approaches.
  • When serving as a representative of the Commission, express views consistent with the rules, regulations, decisions of the Commission, and specific problems brought to the incumbent's and other agency staff's attention. Work closely with senior industry officials to assess data inputs of use to industry and the Commission. Maintain close liaison with offices within the Bureau and other Commission organizational units, as appropriate.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes reviewing and evaluating performance and effectiveness with the goal of overseeing program goals and targets; advising on matters relating to policy development; conducting management studies on matters to improve organizational effectiveness; and evaluating administrative programs to improve efficiency and effectiveness.

There is no educational substitution at this grade level.
