Duties

The Chief Strategy and Resources Office (HQSF/S5/8), and specifically the Planning and Programming Directorate, is responsible for developing the future years resource plan and budget request for all research, development, test, and evaluation; procurement; manpower; MILCON; and operations and sustainment funding. Additionally, the CSRO engages with the Office of the Secretary of Defense, Legislative Liaisons, USSF Field Commands, and the Office of Manpower and Budget to outline and execute the USSF's investment priorities and requests on behalf the Secretary of the Air Force and Chief of Space Operations. In coordination with the Branch and Division Chiefs, this position will review and develop aspects of the MILCON and FSRM investment program/initiative portfolio in the USSF's $30 Billion Program Objective Memorandum and President's Budget.

This position will be responsible for aspects of their investment/initiative portfolio and will develop into the Subject Matter Expert for Service investments in said portfolio. This position will be responsible for budget programming efforts, staff coordination, program schedule and planning adjustments, and will support interactions with CSRO, USSF, and DAF leadership for assigned programs/initiatives.

Looking for experience working in government and/or DoD operations, acquisitions, budget, and/or staff with preference in MILCON and FSRM, other similar efforts in other portions of the government, and associated planning and budgeting, experience for said projects and efforts. Experience or familiarity working DoD Planning, Program, Budgeting, and Execution (PPBE) process. Ideal candidate will have previous experience with PPBE process to include thinking critically about operational risk, capability development, and force readiness specifically linked to MILCON and FSRM investments. Possess effective oral and written communication skills when presenting technical budget and program information to mid- and senior-level leadership. Bachelor's degree preferred. Leadership and management skills to develop, supervise, and establish office processes, plans, and tasks. Candidate should be skilled and comfortable with database queries. Microsoft Excel skills to include manipulating spreadsheet pivot tables is highly desirable.

The ideal candidate should have experience in DoD or government operations, acquisitions, budget, or space staff and have some background with DoD Planning, Programming, Budgeting, and Execution (PPBE). Candidates with critical thinking, organization skills to quickly recall or find information, excellent written/oral communication, ability to collaborate with geographically separated teams, and the ability to deliver on short deadlines are well-suited for the position. Expertise and/or experience in MILCON and FSRM is highly preferred for this position. Some background of existing space systems or Space Force initiatives is preferred but not required, and resource experience with logistics, manpower, facilities, base operations, and personnel/training programs is also preferred, but not required. Experience as a supervisor and/or leader of personnel and/or projects including performance management, recruiting/hiring, security, diversity, and inclusion are also desirable.
