Position Information

The City of Pittsburg in California seeks qualified candidates for Administrative Analyst I/II in the Department of Community and Economic Development.

Salary increases effective:
6.9% - July 2023
5.9% - July 2024

The Administrative Analyst in the Community and Economic Development Department will serve as an integral team-member to reimagine Pittsburg’s economic development potential through well-planned projects, programs and activities that will increase property values, generate greater sales tax revenue, create new jobs, grow the local economy, and enhance the overall quality of life for residents, business owners and visitors. Other duties, may include providing analytical and programmatic support to other divisions within the Department.

The ideal candidate for Administrative Analyst I/II possesses the following:
  • Possess exceptional management and organizational abilities to adhere to time sensitive situations and meet deadlines.
  • Great interpersonal and communication skills and ability to work collaboratively with other City Departments/Divisions, other governmental agencies, community organizations and the public.
  • Ability to interpret technical data and to make recommendations through great analytical skills.
  • Ability to prepare clear, concise and complete reports and other written materials.
  • Knowledge and experience with Microsoft Office Suite tools (Word, Excel, and PowerPoint).
  • Problem solver and embraces challenges.
  • Flexible and adaptable to change; able to prioritize and efficiently manage multiple assignments for self.
  • Strong written and oral communication skills.
  • Experience preparing agenda and reports for, and conducting presentations to governing bodies such as City Council or Board of Supervisors.
  • Experience with administering contracts for professional services, supply, and other business needs.
  • High level of ethical behavior.
  • Ability to interpret and apply state and local laws, rules, regulations, and codes that are related to assignment.
  • Represent the City in various capacities to other agencies and community groups.

The Community and Economic Development Department is comprised of the Building, Planning, Economic Development, and Code Enforcement Divisions. The Economic Development Division is newly established within the Community and Economic Development Department and will create and maintain strategic partnerships with public and private entities to enhance competitiveness, entrepreneurial development and seek to deliver measurable results. The City of Pittsburg is a culturally rich and diverse community of over 76,000 residents and expected to grow to 90,000 in the next 20 years. The City of Pittsburg is a full-service city following the council-manager form of government. The City has approximately 300 full time employees and at times, up to 350 employees total (depending on the season). Pittsburg is currently organized into the following departments: City Management, Community and Economic Development (Building, Economic Development, Code Enforcement, and Planning), Community Services (Housing Authority, Pittsburg Power Company, and the Successor Agency to the former Redevelopment Agency, CDBG/Housing Rehabilitation, Environmental Services, Waterfront Administration, and Property Management), Recreation, Human Resources, Finance, Police, and Public Works (Engineering, Operations/Maintenance, Utilities, Facilities, Parks, and Water Treatment). Fire Protection services are provided by the Contra Costa County Consolidated Fire Department. Pittsburg’s total budget for FY 22/23 is $225.9 million and a General Fund budget of $51.3 million.

Examples of Duties
Duties include, but are not limited to for Administrative Analyst I/II:

  • Gathers and analyzes information concerning procedures, operations, budgets; drafts reports illustrating and evaluating alternative solutions to administrative issues; participates in and/or assembles a variety of informational and statistical data for analyses and presentation; participates in and/or prepares charts, maps, slides, photographs and other visual aids.

  • Conducts research, including policy and legislative analyses, for assigned department/program; attends and may conduct various staff and/or informational meetings; prepares agendas, data, and reports for meetings and workshops.

  • Participates in and/or conducts studies of organizational, administrative and operational issues; reviews and analyzes processes, procedures and work methods; analyzes legislation; develops funding proposals, policy alternatives and strategies; prepares and presents reports and recommendations.

  • Provides staff support to departmental management; coordinates interdepartmental projects; provides analytical support for financial, operational and organizational issues; coordinates or manages assigned special projects.

  • Participates in the implementation and coordination of small operational projects or phases/units of larger projects; apprises management of project progress, issues, or problems; presents situation/circumstances with background documentation and alternative solutions.

  • Participates in and/or establishes and/or maintains assigned financial records, administrative processes, administrative/operational systems, and/or customer services functions.

  • Participates in a variety of public/community outreach and/or educational activities; preparing and presenting informational packets/materials; acts as a resource regarding City and assigned department/work unit; responds to requests/complaints in a positive and informative manner; provides necessary follow-up to inquiries.

  • Administers and monitors a variety of contractual services; reviews and participates in the finalization of contracts/agreements; monitors timelines, progress, and quality of performance; acts as liaison between the City/assigned department and the consultant/contractor; approves progress payments according to established criteria.

  • May be assigned operational authority over projects, services or administrative operations; maintenance of financial and administrative processes and records; and/or customer service functions.

  • Establishes and maintains positive working relationships with representatives of community organizations, state/local agencies and associations, city management and staff, and the public.

For Administrative Analyst II Assignment only:

  • Develops, implements, and monitors assigned budget(s) and participates in the development and implementation of departmental and/or city budget; controls and monitors approved expenditures and revenue bases.

  • Acts as a resource to inquiries and concerns regarding assigned area of expertise; monitors and controls assigned customer service/community outreach functions.

  • Demonstrates a detailed understanding of applicable policies, procedures and work methods associated with assigned duties, department, and programs/work unit.
Qualifications

LICENSE REQUIREMENT for Administrative Analyst I &II: Possession of, or ability to obtain, a valid Class C California driver's license is required.

EDUCATION REQUIREMENT for Administrative Analyst I &II: Qualified applicants must possess a bachelor's degree in public administration, business administration or a related field.

EXPERIENCE for Administrative Analyst I: One (1) year of professional level experience performing responsible administrative, program/project management, and/or analytical functions.

EXPERIENCE Administrative Analyst II: Three (3) years of progressively responsible experience performing professional administrative, program/project management, and/or analytical functions in a capacity similar to the City’s Administrative Analyst I.
