POSITION TITLE:
Bond Program Management Information System (PMIS) Coordinator


JOB DESCRIPTION:


Primary Purpose


Responsible for developing, updating, and maintaining the LCISD Bond Program Office Program Management Information Systems (PMIS) with a specific focus on e-Builder Administration for all Bond program projects. Builds workflow and reporting into the system. Trains others on the system including the development of training documents. Uses a variety of software and fully understands and leverages the functionality of each. Provides basic level of business analysis support.


RESPONSIBILITIES:


Major Responsibilities and Duties


1. Overall responsibility for developing, managing, and maintaining the electronic/web-based program management information system (PMIS) for large projects and/or programs.
2. Develops and maintains PMIS policies, procedures, and processes.
3. Creates new workflow business processes and revises existing processes based on discussions, documented requirements, and contractual documents.
4. Executes user acceptance testing of major changes (e.g., new structured workflow).
5. Develops training documentation, how-to-guides, and tips/tricks newsletters and videos.
6. Assures project participants are trained in the use of PMIS and they comply with usage of related software, systems, and tools.
7. Make users aware of cybersecurity and related threats and suggest ways to avoid or minimize threats while using PMIS on critical infrastructure programs.
8. Able to work effectively with Microsoft Office suite.
9. Develops and customizes PMIS tools like e-Builder, SharePoint, PowerBI, and integration with other related software.
10. Provide assistance and training to end users in the proper use of program management tools.
11. Provides redundancy, backup, data security and ability to fully recover from unplanned or organized data loss, security breaches, or hacks.
12. Contacts/follows-up with project teams.
13. Independently analyzes scheduling metrics and issues analysis to project management.
14. Must be computer proficient and the ability to adapt to new innovations and processes.
15. Attendance at work is an essential function.
16. Other duties as assigned by supervisor or designee.


EXPERIENCE:


Minimum Experience:


  • Five years of experience in the administrative office/construction/educational environment


QUALIFICATIONS:


Minimum Education/Certification:


  • 60 College hours or 5 years administrative assistant experience preferred
Special Knowledge/Skills:
  • E-builder experience preferred; Microsoft Projects preferred
  • Excellent communication and interpersonal skills
  • Broad understanding of the construction industry
  • Strong written and verbal communication skills
  • Must have basic math/accounting skills
  • Ability to function effectively as part of a team
  • Must be able to maintain discretion and confidentiality
  • Ability to understand and follow directions
  • Time management and organizational skills

Computer, printer, phone, scanner, laminator, copier, calculator and other office equipment and vehicle.
Working Conditions
Mental/Physical Demands/Environmental Factors:
Moderate lifting and carrying (15-44 pounds), reaching above shoulders, use of fingers, walking, specific visual requirements (using computer), specific hearing requirements (phone conversations), exposure to construction jobsite conditions that will require the use of personal protective equipment.
