The South Dakota Department of Social Services, Division of Medical Services also known as South Dakota Medicaid plays a vital role in the healthcare of South Dakotans. The program is one of the largest healthcare insurers in South Dakota, covering 140,791 individuals on average in state fiscal year 2022. The program primarily covers children of low‐income families including approximately 50 percent of children in South Dakota under age one. Other individuals covered by South Dakota Medicaid include low-income pregnant women, parents, and other caretaker relatives, seniors in nursing homes, and individuals with physical or developmental disabilities.

South Dakota Medicaid is seeking a highly motivated individual to serve as a leader in our Care Management Program as DSS implements a new Pregnancy Health Home Program (PHHP) to improve the health outcome for pregnant women and babies on Medicaid.

  • Lead the process to develop and implement the PHHP including but not limited to; forming and leading a stakeholder group; coordinating with other Departments/Divisions in state government; designing and implementing an application for providers; designing and implementing an attribution process for recipients with multiple inputs; conducting outreach regarding the program details; recruiting and education providers and clinics; defining and leading quality initiatives; drafting policy and procedures related to the program functions including incentive payments; working with the IT and Data team to make any necessary enhancements, and other duties necessary to support the program.
  • Lead the process to obtain formal federal approval for the program. This includes, but is not limited to, reviewing, evaluating and recommending the appropriate Medicaid State Plan Authority, drafting the State Plan Amendment and answering questions from CMS regarding the proposal.
  • Lead ongoing improvement activities after implementation including evaluating best practices of other states with similar programs and make recommendations related to the design and implementation of enhancements to South Dakota's programs.
  • Lead ongoing monitoring of federal regulations to determine when program revisions are needed.

Licenses and Certifications:
Prefer a Bachelors degree in health care administration, business, health information management, public health, maternal child health or a similar degree Or 2 or more years experience in a related field.

Knowledge, Skills, and Abilities:

  • analyze and evaluate program plans, and make recommendations for program operation improvement and cost effectiveness of the Care Management programs;
  • plan, organize, direct, and manage the work of program staff;
  • provide leadership, guidance, and direction and establish and maintain effective working relationships with federal, state, local, and other departmental officials, and public and private agencies;
  • plan, direct, and develop initiatives and recommendations for program and budgetary modifications a for new state initiatives and program revisions and proposals;
  • direct the research and preparation of advanced planning documents to capture federal financial participation in the program development, implementation, modification, and evaluation;
  • communicate information clearly and concisely;
  • experience with various project management;
  • experience with the maternal child health population;
  • ability to work with complex systems, environments, and understand business needs;
  • strong problem solving skills and ability to move in fast paced environment;
  • skilled user of Microsoft Office suite;
  • experience in successfully leading large and smaller teams with a variety of knowledge, skills, and abilities.

This position is exempt from the Civil Service Act.

This position is eligible for Veterans’ Preference per ARSD 55:10:02:08.
