Job Description
SUMMARY
This position provides direct support to the Public Works Department including senior administrators and division leaders. Provides multi-task professional administrative support, a variety of problem solving, and communicating with a wide range of internal and external customers. In addition to providing complex administrative support, other duties include preparing, monitoring, and administering contracts awarded to ensure compliance with contract terms and city, state and federal regulations.
ESSENTIAL RESPONSIBILITIES
  • Perform administrative functions and provides administrative backup to the applicable Division departments.
  • Development and coordination of volunteer and community partnership programs, work collaboratively with internal and external agencies to enhance and improve Public Works services. Design and implement community education initiatives
  • Serve as the primary coordinator for all software/program initiatives (e.g. Intergov) and implementation. Serves as the primary Public Works representative. Support software/program activities for subdivisions of Public Works in the absence of the respective primary representative.
  • Assists with work on all level of contracts for the Public Works department. These functions include but are not limited to assisting in the development, modification, reporting and tracking of contracts while ensuring compliance with all City requirements.
  • Processes purchase orders, payments requests and credit card charges for the Department
  • Research and generate information on prior programs and contracts to assist management
  • Develop and maintains a database for contract information to provide a tracking system for contract activity.
  • Responds to citizen requests, handles various inquires, provides interpretation of policy and conduct follow-up on service problems to ensure quality services.
  • Conducts research into varied concerns and topics including data gathering, evaluating and summarizing findings.
  • Provides planning, coordinating resources, organizing and scheduling to meet upcoming event and project deadlines.
  • Prepares all notices and related documents such as agendas, public notices etc., for departmental meetings, City meetings and related committees and subcommittees meetings, as necessary in accordance with the Texas Open Meeting Act and other applicable rules.
  • Assist in the preparation of the Annual Budget.
  • Handles timekeeping in Kronos system for the Department.
  • Prepares various monthly reports and distributes to interested parties.
  • May function as department/office representative or designated coordinator for a variety of activities such as service request, training, safety, attending meetings/conferences, briefing supervisors and communicating with a wide variety of officials, employees and agencies to coordinate activities.
  • Assists with records management function for the Department.
  • Supplements administrative support and initiatives in public works divisions as needed
  • Performs other job-related duties as assigned.

Knowledge, Skills, Abilities
KNOWLEDGE , SKILLS , AND ABILITIES
  • Requires good typing skills, 35 wpm is preferred.
  • Ability to deal effectively with the public and handle confidential matters.
  • Excellent oral and written skills.
  • Ability to use a computer for data entry, word processing and accounting purposes.
  • Ability to operate standard office equipment including multi-line telephone, copier, fax, scanner, digital filing system, and manual files.
  • Ability to plan, organize and coordinate resources
  • Ability to conduct research, analyze data, and compile reports.
  • Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the general public.
  • Knowledge of City and State contract policies, procedures and requirements.
  • Ability to exercise good judgment and decision making in the execution of job duties.

Licenses/Certification

Required Qualifications
MINIMUM REQUIREMENTS
Associate’s Degree preferred or its equivalent and a minimum of two years of related experience. A Bachelor’s Degree preferred. Valid Texas Driver’s License required. The City may consider all related education and/or experience in determining an applicant’s minimum qualifications and starting salary.
