Job Summary
Leads and supervises health benefits, employee wellness, risk management, and labor relations. Takes appropriate proactive action to reduce risk, facilitate employee health, satisfaction, and morale, and effectively manage School Board financial assets using staff and consultants. Advises on status and impact of legal action related to areas noted above.

1. Leads and manages collective bargaining negotiation meetings, representations, and other negotiation processes. Coordinates with internal staff and union business representatives to resolve issues related to civil service and exempt employees. Provides reports and status updates on union proposals to district school board.

2. Is the Administrator for the district’s self-insurance program which provides health insurance for district employees. Conducts financial analysis and provides recommendations for plan changes, premiums, and funding requirements.

3. Directs and manages insurance programs, such as property insurance; legal liability insurance; student accident insurance; Workers’ Compensation; and employee health, welfare, and voluntary benefits.

4. Develops District-wide business strategies including options for managing cost and risk and approves claims and settlements in accordance with School Board policies.

5. Negotiates with and manages third party administrators, consultants, and other contractors and vendors. Develops scope, timelines, and budgets to successfully contract for and implement services

6. Supervises and trains assigned staff, conducts performance appraisals, makes employment and discipline recommendations, and coordinates work assignments.

7. Oversees and ensures compliance with federal regulations for benefit programs such as COBRA, defined contribution plans, and other benefit related programs.

8. Oversees new hire and retiree orientation programs, retirement, DROP; develops required enhancements.

Qualifications
Education: Bachelor’s degree from an accredited college or university. Master’s degree strongly preferred.
Experience: Three (3) years experience in Risk Management and/or formulating Risk Transfer strategies preferred. Experience in National Incident Management Systems and public school and/or government operations support preferred.

  • Strong working knowledge of employee benefits and labor negotiations
  • Knowledge and skill at developing, implementing, and managing employee wellness programs
  • Strong financial management skills
  • Knowledge of public sector risk management and self-insurance
  • Ability to coordinate with multiple departments to create FEMA and insurance claims related to natural disasters
  • Knowledge of risk and liability transfer/retention
  • Ability to assess current trends, legal developments, and best practices in insurance
  • Knowledge of public school or other similar governmental operations support and contracting for services
  • Knowledge of district, state, and federal policies, guidelines, laws, and rules
  • Strong executive level oral, written, and interpersonal communication skills
