INTRODUCTION:
This position is assigned to Range Facility Maintenance (RFM), Idaho Training Center (ITC), Orchard Range (OR), Idaho Army National Guard (IDARNG), functioning within the State of Idaho – Military Division. The primary purpose of this position is to exercise supervisory responsibility of the training and work operation of the maintenance team operating and maintaining a remote target system. The incumbent will serve as a working supervisor. In addition to supervisory responsibility, the incumbent will also perform preventive maintenance, repairs and services as necessary to facilitate the safe and effective training of personnel at the ITC-OR.

Example of Duties

DUTIES AND RESPONSIBILITIES:

1. Planning. Plans and schedules specific work assignments on a daily or project-to-project basis within specified time requirements. Arranges for adequate personnel, materials, and equipment to accomplish the work. Maintains production reports and records.

2. Work Direction. Recommends selection of workers and assigns tasks to be performed. Explains prescribed methods and procedures; instructs subordinates on new procedures and helps with problems. Reviews work in progress and upon completion. Obtains approval from manager for changes in standard or prescribed procedures and changes in work operations. Suggests to manager ways or methods to improve operations or reduce costs. Works with other RFM staff and sets the pace in performing the duties in within the ITC-ORTC and RFM Complex.

3. Administration. Provides leadership, supervision and management to assigned personnel and programs. Establishes priorities and deadlines, explains work requirements, and reviews work in progress and/or upon completion. Recommends individuals for promotions, reassignments or to fill vacancies. Ensures accountability of financial assets and assigned personnel to include utilization of time and resources. Encourages employees to participate in suggestion or cost reduction programs. Recommends approval or disapproval of leave. Certifies work schedules and timesheets. Sets performance standards and appraises the performance of subordinates. Provides written and verbal performance feedback, coaching, and counseling. Counsel’s employees on disciplinary issues and recommends action as needed. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Attempts to resolve informal complaints and grievances, referring unresolved or more serious issues to Manager. Responsible for safety and housekeeping in the workplace. Supports the organizational Safety and Occupational Health program. Promotes a respectful workplace that complies with policies of the Adjutant General. Observes and ensures compliance with all applicable laws, rules, regulations and policies and serves as a role model for the Whistleblower Protection Program, EEO, security and workplace safety practices, policies and regulations at all times. Maintains a safe and drug/alcohol free workplace.

4. Range Maintenance Duties. Performs range maintenance duties on many different types of military gunnery ranges that includes Multi-Purpose Range Complex (MPRC), Digital Multi-Purpose Range Complex (DMPRC), Digital Air-Ground Integration Range (DAGIR), Multi-Purpose Tank Ranges (MPTR), Combat Pistol Qualification Course (CPQC), Automated Record Fire (ARF) range, Heavy Sniper Range and Multi-Purpose Machine Gun (MPMG) range.

5. Performs organizational, direct, general, and field/shop level support maintenance on the Remoted Target System, target lifters, and Infantry Target Mechanism (ITM). Performs the same level support maintenance on remote radio frequency target lifters. These include the Stationary Armor Target (SAT), Moving Armor Target (MAT), Stationary Infantry Target (SIT), and Moving Infantry Target (MIT). Emplaces, tests and loads Battle Effects Simulators (BES). Tests, charges and installs 12/24-volt batteries used in the operation of range target mechanisms. Provides technical advice and assistance to lower graded employees in the performance of assigned duties.

6. Inspects, tests, services, adjusts, aligns, calibrates, installs, repairs, replaces, reconditions, troubleshoots, field tests and/or shop tests target mechanisms and hit sensor devices. Uses shop bench test mock-ups to test hydraulic and electrical/electronic meters, load banks, oscilloscope, logic probe, torque wrenches and pressure / compression gauges. Replaces and repairs defective hardware and parts such as relays, carburetor components (i.e., jets, float assemblies) switches, assemblies, cables, target elevating mechanisms, choke assemblies, hydraulic cylinders, gaskets, piping, valves, pumps, junction boxes, solenoids, electric motors, rectifiers, diodes, transformers, rheostats, transistors, capacitors, thermal panels and other components.

7. Fabricates and repairs electrical power/data cables, hit sensor cable assemblies, hard-wire control power distribution/switch devices. Performs routine welding repairs to metal mechanical target mounting devices. Uses oxygen-acetylene welder to join metal surfaces to repair live-fire damage. Employs, services and repairs gas generators.

8. Loads and unloads explosive Battle Effects Simulator devices. Performs Pre-Fire and Post-Fire maintenance by conducting fabrications and repairs to plastic, metal, wooden, fiberglass and cardboard targets following range gunnery exercises.

9. Operates computer keyboard console to activate target mechanisms and to perform maintenance. Operates two-way radio equipment and tactical vehicles up to 5-ton trucks to transport self, materials and others to worksites; operates construction equipment, such as backhoe’s front-end loaders and forklifts. Performs operator level PMCS on vehicles and equipment and maintains vehicle and equipment dispatches.

10. Removes and disassembles engines and major assemblies, sub-assemblies, components, and fuel, oil subsystems of four stroke engines / generators. Makes the appropriate repairs, overhaul, or modifications in accordance with the proper repair specifications and procedures. Reassembles engines and other systems, and adjusts, tests, and reinstalls in equipment as necessary. May install pistons, sleeves, rings, bearings, rods, crankshafts, timing gears, and rocker arms.

11. Performs other related duties and projects as necessary or assigned.

SUPERVISORY CONTROLS:
Work is performed under general supervision of the Maintenance Mechanic Supervisor (RFM Manager) who provides instructions, standard procedures, priorities, and policies and relies upon the incumbent to control work operations and accomplish and adequate quantity and quality of work. Work is reviewed for efficient and economical accomplishment within priorities and controls received.

PERSONAL WORK CONTACTS:
The incumbent’s contacts include military, civilian, federal technician, and state employee personnel of the Idaho National Guard (IDNG)/Idaho Military Division (IMD) and the various activities visiting the Idaho Training Center, Orchard Range (ITC-OR).

WORKING CONDITIONS / PHYSICAL EFFORT:
Works inside and outside during all types of weather conditions. Stands on concrete floors and works on ranges in rough terrain. Exposed to dangers of live fire ranges, pyrotechnics, laser frequencies, and explosives. May be exposed to sulfuric acid when handling batteries used in operating remotely controlled target devices. Is exposed to the possibility of abrasions, cuts, burns, electrical shock, falls from a 60-foot tower, and explosions. PPE (personal protective equipment) Hearing protective devices, hard hats with face shield, and other safety equipment and devices are issued or available for use. Requires frequent lifting, positioning, and carrying of target mechanisms, tools, and equipment weighing up to 105 pounds. Items weighing in excess of 105 pounds normally involve more than one person. Work requires frequent bending, stooping, walking, standing, working in cramped positions, and climbing up and down a steep flight of stairs to reach a 60-foot control tower. Requires prolonged standing on concrete floors and walking over rough and uneven terrain.

Mandatory Requirements (conditions of employment)

  • Must have and maintain a valid and unrestricted state issued driver’s license (from any state).

  • Must have, or be eligible to obtain, and maintain a favorable T1 (NACI) Federal Background Investigation. If a selected candidate does not have a current favorable T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.)

  • Must have supervisory/personnel management experience. Knowledge and experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines.

  • Must have experience that provides knowledge of mechanical equipment maintenance, electrical circuits troubleshooting and repair. Must have experience which demonstrates knowledge of and the ability to supervise general maintenance processes.

  • Ability and demonstrated experience to plan, direct, and organize assignments for subordinates and establish priorities to meet deadlines, estimate material and manpower needed for specific jobs, able to explain manuals and work procedures.
  • Skill and demonstrated experience with general maintenance repair of grounds, exterior structures, buildings, and related fixtures and utilities, requiring the use of a variety of trade practices associated with occupations such as carpentry, masonry, plumbing, electrical, air conditioning, cement work, painting, and other related trades.

  • Knowledge and experience with preparing production records, work records and reports. Ability to read and understand applicable technical manuals, publications and schematics.

  • Ability to communicate complex or technical information, both orally and in writing.

  • Demonstrated experience and knowledge of electronics principals and troubleshooting methods for electronic devices. Skill and demonstrated experience with using measuring equipment and various portable power tools in work which required close tolerances.

  • Experience with performing visual examinations and operational test to determine the need for, and performance of repair work.

  • Ability to operate machinery such as backhoes, front-end loaders, forklifts and tactical vehicles up to 5-tons. experience in adapting existing equipment and techniques to new situations.

  • Ability to perform operator and organizational level maintenance on various types of military and civilian equipment and target lifters.
