Program Services Division

This is a TEMPORARY POSITION associated with the temporary Federal funding for the National Housing Trust Fund Program and the HOME American Rescue Plan. The position is estimated to be filled through June 2024, with possibility of extension.

GENERAL DESCRIPTION:

Performs moderately complex (journey level) consultative and technical work in the development and implementation of the multifamily loan closing process for the HOME ARP Program and National Housing Trust Fund program (NHTF) and other housing programs to ensure the provision of affordable housing developments in accordance with federal and state regulations and departmental rules. Work is performed under the direction of the Manager of the Program Services section with general supervision and with moderate latitude for the use of initiative and independent judgment.

SPECIFIC JOB RESPONSIBILITIES:

  • Assists in completion of the loan closing and post-closing procedures and requirements for multifamily real estate loans generated by the Department including HOME ARP and National Housing Trust Fund programs.
  • Setup and processes loan files in accordance with loan industry standards, state and federal regulations and Departmental guidelines efficiently, professionally, and in a timely manner.
  • Develops, recommends and implements loan closing tracking tools based upon funding source rules and regulations. Performs entries into and maintains housing programs databases and other relevant tracking tools.
  • May interface with Department Legal division and/or external legal counsel for the preparation of loan closing documents. May work with Department staff handling setups and/or draws regarding approval status of closing and loan documents. Works with Department Loan Servicing staff to transfer complete and accurate post-closing file.
  • Conducts reviews of loan closing packages and materials to determine compliance with requirements, contracts, laws, rules, regulations and policies and procedures.
  • May serve as point-of-contact for other division and Departmental staff and interested parties regarding the status of multifamily real estate loan closings.
  • Assists in the resolution of loan closing issues by defining causes of errors and recommending appropriate action or disposition to Program Services management.
  • Collects, organizes, analyzes and prepares material in response to requests for information
Qualifications

EDUCATION/EXPERIENCE:

  • Graduation from an accredited four-year college or university with major course work in real estate, business administration or a related field is preferred.
  • Experience in the administration of a state or federal housing program is generally preferred.
  • Experience working with commercial real estate mortgage loan documents required.
  • Experience or education may be substituted for one another.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Technical knowledge of federally-funded and/or federally-regulated programs; of public administration and management techniques; and of program planning and implementation is preferred.
  • Must possess technical knowledge of industry standards and practices for processing and closing commercial real estate loans as well as knowledge of governmental or investor requirements; must possess knowledge of real estate contracting requirements and loan closing procedures and policies.
  • Must possess knowledge of loan documentation and requirements including settlement statements, title commitments & title policies, surveys, and other industry standard documents.
  • Must possess the ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to prepare concise reports; to develop and evaluate policies and procedures.
  • Must possess the ability to establish and maintain effective working relationships with coworkers, state agencies, local government officials, applicants for TDHCA funds, and the general public.
  • Must possess proficient knowledge and skill in the use of Microsoft Office including Word, Excel, Powerpoint, Outlook, and Access.
  • Must possess excellent written and oral communication skills.
  • Must possess the ability to speak to the public. Experience in both small and large settings, ability to organize and produce cogent presentations.
  • Must possess the ability to adapt to changing workloads and deadlines.
  • Must possess the ability to set priorities and organize workload.

PHYSICAL REQUIREMENTS:

  • This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.
  • The employee must be able to lift and/or carry up to 8 pounds. Must be able to push and/or pull up to 8 lbs

OTHER:

Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
