Job Title: Logistics Specialist Division: Procurement and Logistics

Job Summary:

Under the general supervision of the Procurement Officer, the Logistics Specialist synchronizes and facilitates the flow of supplies, work, and materials between and within TNHA departments and work sites. Three weeks on and two weeks off rotational schedule alternating with other logistics specialist.


Essential Duties and Responsibilities:

Coordinates activities related to procuring goods and services, such as raw materials, supplies, tools, parts, equipment, and advertising for the agency.

Prepares, reviews, and submits material requisition for competitive bids or quotes; confers with vendors to obtain product or service information, such as price, availability, and delivery schedule.

Works closely with project teams to understand details of procurement requirements.

Follows TNHA policy and purchasing procedure; determines method of procurement based on the policy.

Maintains manual or computerizes procurement records, including goods or services purchased, costs, delivery, quality, performance, receiving reports, and inventories.

Discusses defective or unacceptable goods or services with vendors, supervisors, and end-users to determine source of trouble and take corrective actions.

Manages and maintains crew house sundry supplies.

Provides support for all village travel activities.

Knowledge of vendors who can sell construction supplies and materials on the basis of price, capability, and past performance following TNHA guidelines.

Works closely with Sr. Logistics Officer to gather materials for jobs, loads and unloads truck, sorts materials and maintains inventory documentation.

Performs preventive maintenance and repairs of all TNHA mechanical assets, and maintains log and associated paperwork. Orders, and maintains inventory of related supplies.

Assists with snow removal by plow, bobcat, or loader as required.

Must be able to frequently travel, including travel by small aircraft to remote village locations across the North Slope;

Accurately maintains proper filing and storage of records for annual audit.

Observes TNHA safety rules and regulations, policies and procedures.

Maintains complete confidentiality of all information obtained through professional and client interactions.

Performs other duties as assigned.


Knowledge, Skills and Qualifications:

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements, work environment, physical demands, and preferences listed are representative of the knowledge, skills, and/or abilities required.

Ability to perform a volume of numerical detail with speed and accuracy, to make difficult mathematical computations with and without mechanical assistance.

Good organizational skills and ability to prepare financial and other records in a systematic, neat and legible manner.

Required:

  • High School Graduate or General Equivalency Diploma (GED).
  • One (1) years’ experience as purchasing agent, buyer or any equivalent combination of experience and training that provides the required knowledge, skills and abilities.
  • Ability to read, interpret, and explain TNHA procurement policy and procedures to vendors or suppliers.
  • Ability to learn and adapt to varied work assignments; willingness to assume responsibility on short notice or critical deadline.
  • Ability to operate equipment such as loaders, fork lifts, and bobcats.
  • Good verbal and written communication and recording and organizing accurate information.
  • Knowledge of various supplies, materials, tools and equipment to be used in construction work.
  • Knowledge of standard inventory procedures and controls, purchasing procedures, and practices.
  • Three (3) years of work experience with a PC using common software applications.
  • Valid Alaska Driver’s License that meets TNHA insurance criteria.

Preferred:

  • Alaska Native and/or American Indian (member of federally-recognized Tribe)
  • Ability to read, write, speak and/or understand conversational Iñupiaq
  • Associate degree, in business administration, supply chain management, or a related field, and two (2) years of work experience in procurement/logistics role.
  • Familiarity with operations and logistical support in arctic environment.
  • Two (2) years of work experience with HUD, or similar, procurement practices and procedures.
  • Experience and certification, or the ability to obtain, for handling and shipping of hazardous materials (Title 49 Code of Federal Regulations).
  • Experience working among Indigenous cultures and/or in remote rural communities
